The first, 11.5km phase is being built as a PPP by Reliance Energy. The same company has bid for phase two, as has Reliance Industries. However, Mumbai metropolitan commissioner Ratnakar Gaikwad has expressed fears that the size of the viability gap funding (VGF) that would be required for the next two phases would render the PPP route uneconomical for the city.
