Ecuador – healthcare PPP under review
The government of Ecuador is evaluating the possibility of developing a healthcare PPP, Pablo Cevallos Palomeque, Ecuador’s Secretary for PPPs, told IJGlobal.
The project has an estimated investment cost of some $160 million and will include the construction, operation and maintenance of 28 dialysis centres across Ecuador.
The project is being reviewed by Ecuador’s PPP Secretariat and the Ministry of Health.
The Inter-American Development Bank (IDB) earlier this year conducted a preliminary study on the project, recommending it be developed as a PPP.
Speaking at IJLatAm (2024) – the Miami conference hosted by IJGlobal – the Secretary announced Ecuador’s PPP portfolio – containing 8 roads, 1 port and 1 airport.
The projects are:
- Viaducto Sur Guayaquil (44km) – $725 million
- Manta - Quevedo (192km) – $638.3 million
- Pifo - Y de Baeza (89km) – $295.9 million
- Montecristi - La Cadena (103.91km) – $171.3 million
- Bahía - Pedernales - Cojimíes (143.34km) – $235.5 million
- Loja - Catamayo (36.5km) – $121.3 million
- Ambato - Baños - Puyo (90km) – $378 million
- Buena Fe – Babahoyo – Juján (135km) – $317.4 million
- Esmeraldas Port – $109.5 million
- Manta Airport – value to be determined
PPPs currently under structuring which are most likely to be tendered first are:
- Manta – Quevedo
- Pifo – Y de Baeza
- Montecristi – La Cadena
The projects will have 30-year concession terms.
