Puerto Rico issues RFQ for generation facility P3
The Puerto Rico Public-Private Partnerships Authority (PRPPA) in collaboration with the Puerto Rico Electric Power Authority (PREPA) has issued an RFQ for a private partner to design, permit, finance, construct, manage, operate and maintain a generation facility.
The facility will be developed in northern Puerto Rico adjacent to the existing Palo Seco power plant and the chosen P3 partner will need to:
- provide generation capacity to assist in recovery efforts from Hurricanes Irma and Maria
- obtain flexibility in generation operation and rapid response to help manage the integration of renewable energy resources into the electrical grid
- bring operational expertise
- increase the reliability, resiliency and efficient operation of Puerto Rico’s generation system
- reduce the cost of power generation and meet customers’ electricity demand needs at the lowest achievable cost for customers
- incorporate industry best practices
