The project is likely to include an energy-from-waste (EfW) plant and waste transfer station, although the council hasn't specified at this stage - allowing potential bidders to come up with a range of proposals for the 25-year scheme.
On 8 April the council's cabinet will be asked to approve the OBC which will be submitted to Defra by the end of the month, before inviting interest from companies in September and formal bids a month later.
